The Houston Information IT Services (HITS) Department provides enterprise IT services for the City of Houston. These services include voice and network, cyber-security, email and communication platforms and shared enterprise applications that are used by all City employees.
The Senior IT Construction Project Manager position is responsible for coordinating and overseeing IT related construction activities to ensure the design and installation of IT spaces, pathway, cabling and equipment are in compliance with City’s Facility IT Standard.
DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
- Oversee IT construction projects from initial planning to design and construction completion to ensure compliance with City’s IT Standard and to minimize change order during construction.
- Coordinate with facility planning parties to ensure all the IT systems required are included in the project budget for the engineering design service and construction.
- Perform Quality Control review of the following for compliance with City IT Standard:
o Milestone deliverables of IT system design drawings and specifications from Architect & Engineer team.
o Milestone deliverables of Architectural and MEP (Mechanical Electrical Plumbing) design documents to ensure that power supply, cooling, fire protection, lighting, etc. for IT Rooms and IT Rooms’ size, location and finish all meet City’s IT Standard.
o IT system bid documents to ensure proposed scope of work and vendor’s qualification meet the project requirements and City’s IT Standard.
o IT system Product and Shop drawing submittals.
o Installation inspection of IT system during construction.
o Closeout documents for final acceptance of IT construction project
- Act as the primary point of contact for HITS to coordinate IT related construction activities (budget, design, procurement, installation and commissioning of IT equipment and services) with other City departments (GSD, HPW, etc.), Architect/Engineer team, Construction team, and HITS’ internal teams.
- Communicate effectively in both oral and written forms with project team and business stakeholders.
- Identify, track, and manage risks/issues/decisions on IT related construction activities, and report to HITS management on progress of complex and high visibility projects.
- Develop and update the IT Standard and the following design guideline specification sections as needed:
o Grounding and Bonding for Communications Systems
o Interior Pathways for Communications Systems
o Exterior Pathways for Communications Systems
o Identification for Communications Systems
o Communications Equipment Room Fittings
o Communications Backbone Cabling
o Communications Horizontal Cabling
o Data Communication Network Equipment
o Cellular Distributed Antenna System (DAS)
o Emergency Responder Radio Coverage System
o Public Announcement System (PA)
o Public Safety Radio and Station Alert System
o Community Antenna TV Distribution System
o Integrated Audio-Video System
o Digital Signage and Room Scheduling System
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.
Requirements
EDUCATION
Requires a bachelor’s degree in Electronics Engineering, Electrical Engineering, Computer Science or a closely related field.
Greater than ten (10) years of directly applicable experience may be considered for substitution of degree requirement.
EXPERIENCE
At least five (5) years of work experience in performing engineering design of building IT and Communications system
Greater than ten (10) years of IT and Communications system installation and project management experience may be considered for substitution of the engineering design experience requirement, if the candidate can demonstrate the ability to read and understand Architectural, Mechanical, Electrical and Plumbing engineering drawings and specifications.
REQUIRED CERTIFICATION
Current RCDD (Registered Communications Distribution Designer) holder
SKILLS
MS Office Suite (Word, Excel, Outlook, PowerPoint) and Bluebeam.
Good knowledge of fiber and Unshielded Twist Pair structured cabling system, CATV, Audio and Video Conferencing and Presentation System, Public Announcement (PA), Video Surveillance and Access Control, Cellular DAS, Emergency Responder Radio Coverage, Wi-Fi, LAN, VoIP, POTS
PREFERENCES
Preferences shall be given to those with the following:
- IT and Communications system engineering design experience in an engineering or Technology consulting firm
